Why did Harold Ickies have a vote in the DNC Rules Committee when Allan Katz had to sit the vote out?

Katz couldn't vote because he's part of the FL delegation, and presumably had to abstain because of conflict of interests. Ickies is employed by the Clinton campaign. Is that not a conflict?
